About the course

A three-year, full-time degree in international relations and EU studies. UBB’s Faculty of European Studies runs it in separate Romanian, German and English lines, and this page covers the English line.

Entry requirements for Irish students

  • EU citizens need the Romanian Ministry of Education (CNRED) to recognise the Leaving Certificate before applying; they then follow the same calendar and conditions as Romanian applicants. Foreign grades are converted to the Romanian scale under ministry rules. UBB does not say how Leaving Cert H1-H8/O1-O8 grades are used, so confirm with admitere.euro@ubbcluj.ro.
  • Ranking: 100% on the average of any two written baccalaureate exams of your choice. You also need a motivation letter, marked pass/fail, which you present in English at an online interview.
  • English: no separate certificate is listed. The English is checked through the motivation letter and the online interview.

How to apply

  1. Get the Leaving Cert recognisedApply to CNRED for recognition as early as you can. The fee is 100 lei, it takes about 30 days, and Irish documents need an Apostille.
  2. Apply online in JulyThe 2026 July window was 14-20 July. Upload your documents and an English motivation letter, and pay the admission fee.
  3. Online interviewPresent your motivation letter in English at an online interview. It is marked pass or fail.
  4. Confirm your placeConfirm in the confirmation window (21-26 July in 2026). Final results were published on 30 July 2026. A September round runs if places are left.
Deadline for Irish/EU applicants: 2026 cycle, July session: apply online 14-20 July (platform closed at 10:00 on 20 July), results 21 July, confirmation phase I 21-26 July, final results 30 July. September session: applications closed 10 September at 14:00, final results 16 September, originals due 11-22 September. Expect similar 2027 dates; check once published..

Costs

  • 4,900 lei a year (2026/27) for a fee-paying place, roughly €960 at current exchange rates. EU/EEA citizens pay the same fees as Romanians and compete for state-funded (free) places on the same terms. The admission fee shown was 220 lei (60 lei processing + 160 lei registration).
The English line is very small: in the September 2026 round it had only 3 state-funded and 2 fee-paying places. Recognition of the Leaving Cert must be done before the July application window.
